Federal judge ruled DHS unlawfully halved FEMA's workforce, violating post-Katrina law

On September 12, 2026, U.S. District Judge Susan Illston ruled that the Department of Homeland Security, under then-Secretary Kristi Noem, unlawfully revoked FEMA's authority to renew contracts for its Cadre of On-Call Response and Recovery Employees (CORE) -- roughly 40% of FEMA's workforce -- as part of a plan to cut the agency's staff by about half. Illston found DHS acted "arbitrarily and capriciously" and violated a 2006 statute barring the Homeland Security Secretary from substantially reducing FEMA's authorities, responsibilities, or functions. The American Federation of Government Employees brought the suit; Illston ordered the parties to negotiate the scope of relief rather than specifying it herself.

Florida AHCA again refused to set timeline for legislature-approved KidCare eligibility expansion

At a September 12, 2026 Joint Legislative Budget Commission hearing, Florida's Agency for Health Care Administration again would not give lawmakers a timeline for implementing a 2023 law expanding income eligibility for Florida KidCare, the state's children's health-insurance program, to families earning up to 300% of the federal poverty level. Bipartisan state senators Lori Berman and Gayle Harrell pressed AHCA deputy secretary Jon Manalo for answers on the more-than-three-year delay and the state's ongoing removal of children from the program for missed premium payments; Manalo cited ongoing litigation and gave no commitment. The dispute is now the subject of at least three lawsuits AHCA has filed against the federal Centers for Medicare and Medicaid Services.
