On March 15, 2025, President Trump signed a proclamation invoking the Alien Enemies Act of 1798 to designate members of Venezuelan gang Tren de Aragua as "alien enemies" subject to immediate removal without normal immigration proceedings. That same day, the administration flew more than 250 Venezuelan migrants to El Salvador's CECOT maximum-security prison without individualized hearings.
