ICE detained a longtime Beaverton, Oregon resident under a misapplied mandatory-detention law after a random license-plate dragnet flagged him
On November 8, 2025, U.S. Immigration and Customs Enforcement detained J.Y.L.C., a 24-year-old Guatemalan man who had lived in Oregon since 2017 and had a pending asylum case, after randomly running his vehicle's license plate and citing an address-update lapse as grounds to treat him as a flight risk. ICE held him under a statute mandating detention for immigrants newly arriving at the border, a provision U.S. District Judge Amy Baggio ruled did not apply to someone who had lived in the country for eight years, and ordered ICE to provide a bond hearing or release him.
