LAPD officers repeatedly restrained a hooded, handcuffed jail inmate who died minutes later
On July 15, 2026, Los Angeles Police Department detention officers at the Valley Jail Section used force on Jose Carlos Hoyos-Munoz three times during booking, including holding him face-down on a bunk with a spit hood over his head after removing his handcuffs. Roughly 20 minutes after the last use of force, officers found him unconscious and not breathing, and he was pronounced dead at the scene. LAPD released video of the incident in late August 2026, after Los Angeles Mayor Karen Bass ordered an independent review of police-involved deaths.
