ATF analyst used Richmond police license-plate-reader access for immigration enforcement, violating department policy

On July 8, 2025, the Richmond Police Department announced it had terminated an ATF analyst's access to its license-plate-reader system after discovering the analyst had used it for immigration enforcement, in violation of RPD's operational standards. The analyst, granted access in February 2025 to assist ATF firearms and violent-crime investigations, queried 49 license plates -- including in a March 2025 effort to help recapture four detainees who had escaped an ICE detention facility in Farmville, Virginia -- with RPD's own review finding 14 of those queries tied to immigration-enforcement matters. RPD Chief Rick Edwards barred all federal agencies from the department's license-plate-reader program going forward, saying he would have denied a formal request for immigration-enforcement access.
