New Hampshire Gov. Ayotte signed HB377 banning puberty blockers and hormone therapy for transgender minors

On August 1, 2025, New Hampshire Gov. Kelly Ayotte signed House Bill 377, prohibiting healthcare providers from prescribing puberty blockers and hormone therapy to anyone under 18 for the purpose of gender transition. The New Hampshire General Court passed the bill 202-161 in the House and 16-8 in the Senate on the conference report before it reached Ayotte's desk. The law includes a narrow exception allowing minors already receiving such treatment to continue, and took effect January 1, 2026.

Ayotte signed the bill alongside a companion measure, House Bill 712, banning gender-affirming chest surgeries for minors, making New Hampshire the first state in New England to ban this category of gender-affirming care. Violations are reviewed by the state board of medicine, which can impose professional discipline on providers, and the law allows individuals harmed by prohibited care to sue. Ayotte characterized the measure as protecting children from medical decisions with lifelong consequences; the ACLU of New Hampshire and other civil-liberties advocates called it cruel to transgender youth and their families, and GLAD Law was weighing potential legal challenges as of mid-2026, though none had been filed.
