Wyoming Gov. Gordon signed SF 99 banning gender-transition care for minors

On March 22, 2024, Wyoming Governor Mark Gordon signed Senate File 99, the "Children Gender Change Prohibition," into law as Enrolled Act No. 52 (Chapter 113 of the 2024 Session Laws of Wyoming). The measure took effect July 1, 2024.

The law prohibits physicians and other health care providers from performing gender-transition or gender-reassignment procedures — including sterilizing surgeries, mastectomies, and puberty-blocking or cross-sex hormone prescriptions — on anyone under 18 when the procedure is intended to affirm a child's gender identity where it differs from the sex assigned at birth. The same drugs and procedures remain permitted for minors diagnosed with precocious puberty or intersex conditions, so the restriction turns on the transgender purpose of the care rather than the treatment itself. A violation is grounds for suspension or revocation of a provider's license. The bill passed the Senate 26-5 and the House 55-6-1 before being signed.

In his signing statement, Gordon said he supported the bill's protections for children but characterized it as government straying into the personal affairs of families, writing that the Legislature "needs to sort out its intentions with regard to parental rights."
