Douglas County, CO commissioners rewrote citizens' ballot petition and added a competing question
Douglas County, Colorado commissioners Abe Laydon, George Teal, and Kevin Van Winkle adopted a resolution making themselves the panel that sets ballot titles, then on August 28, 2026 rewrote a certified citizen petition -- signed by nearly 23,000 residents and asking whether to expand the three-member county board to five -- to open with cost-estimate framing, and on August 31 added a second, commissioner-drafted question asking whether all five members should still be elected countywide. A state representative sued to remove both changes before ballots printed; a Douglas County judge ruled she lacked authority to intervene before the election even after finding the second question's wording didn't match the governing state statute, so both changes will appear on the November ballot as written.
