Georgia Department of Corrections special agent misused Flock license-plate cameras for non-law-enforcement purposes; arrested and charged

On September 1, 2026, the Georgia Bureau of Investigation (GBI) arrested and charged Robert "Bobby" Michael Keim, 45, a Georgia Department of Corrections (GDC) special agent in charge, with misuse of a license plate reader system after finding he had used the agency's Flock Safety automated license-plate-reader network for non-law-enforcement purposes. GDC had asked the GBI on August 18, 2026 to investigate allegations involving Keim's access to the Flock system; investigators said preliminary findings supported the misuse claim but did not disclose what searches Keim allegedly ran or how the information was used. Keim, of Eatonton, was booked into the Putnam County Jail. The investigation remains active, and the GBI said the completed case file will be forwarded to the Ocmulgee Judicial Circuit District Attorney's Office for prosecution.

Keim's arrest is one of at least a dozen Flock-related misuse cases the GBI has brought against current or former Georgia law-enforcement and corrections personnel since July 2026, following a wave of internal audits after agencies began reviewing Flock's own search logs. Those cases include five former Albany police officers, four former Savannah police employees, a Conyers police dispatch supervisor, and a former Polk County officer, each accused of running searches unrelated to any legitimate law-enforcement purpose. As with those cases, the Flock system logged Keim's queries and made them recoverable after the fact, but nothing in the system stopped the access at the time -- accountability arrived only once GDC's own review flagged it to the GBI.
