Cherokee County, Ga. Deputy Jerry Shellhouse fired, arrested on felony charge for misusing Flock database; fourth employee charged

On August 19, 2026, the Cherokee County, Georgia Sheriff's Office fired and arrested Deputy Jerry Shellhouse, 57, of Waleska, after an internal audit found he had used the agency's Automated License Plate Reader (ALPR) system -- built on Flock Safety technology -- for purposes unrelated to law enforcement. Investigators said the misuse may have occurred between October 2023 and December 2025. Shellhouse was charged with one felony count of violation of oath of office and one misdemeanor count of unlawfully retaining license-plate-reader data, and was held on a $3,812 bond.

Under Georgia Code Section 35-1-22, license-plate-reader data collected by law enforcement may be accessed only for official law-enforcement purposes, and using it for personal reasons is itself a misdemeanor of a high and aggravated nature; under Georgia Code Section 16-10-1, a public officer who willfully violates the oath of office in the course of a serious offense commits a separate felony. Shellhouse's case arose from the same self-initiated audit by the sheriff's office's Real-Time Intelligence Division that, earlier in 2026, led to the arrests of Deputy Cynthia Jodesty on June 12 and Lt. Chris Bryant and Sgt. Mike Creeden on June 22, each for separately misusing the same system.

Sheriff Frank Reynolds confirmed the findings publicly, saying "the actions taken in this case, along with the three arrests earlier this year, make our position unmistakably clear: misuse of this technology will not be tolerated." The sheriff's office has not disclosed whose plates Shellhouse searched or what motivated the queries. Following the fourth arrest, the office said it had updated its ALPR policy, adding mandatory user certification, audits at least twice a year, tighter access controls, and additional training.

Shellhouse is the fourth Cherokee County Sheriff's Office employee arrested in 2026 for personal misuse of the county's Flock database, each identified independently through the same internal review rather than through any single joint act -- consistent with how this archive has recorded Jodesty's, Bryant's, and Creeden's cases as separate entries.
