ICE agents shot and wounded man during Glen Burnie, Maryland arrest; agency's account of second injured man was contradicted by county police

On December 24, 2025, U.S. Immigration and Customs Enforcement agents shot and wounded Portuguese national Tiago Alexandre Sousa-Martins during an immigration enforcement operation in Glen Burnie, Maryland, after ICE said he drove a van at officers. A second man, Salvadoran national Salomon Antonio Serrano-Esquivel, was also injured; Anne Arundel County Police disputed ICE's initial account that he had been riding in the van, saying he was already in ICE custody in a separate vehicle when he was hurt. DHS later revised its account, telling CNN that Serrano-Esquivel had been a passenger in an ICE vehicle rammed by the fleeing van, not in the van itself.

On December 24, 2025, U.S. Immigration and Customs Enforcement agents shot and wounded a man during an immigration enforcement operation at a residential court in Glen Burnie, Maryland. ICE said agents approached a work van driven by Tiago Alexandre Sousa-Martins, a Portuguese national, and that when he refused to shut off the engine, rammed ICE vehicles, and drove the van directly at officers, three agents fired their weapons, striking and wounding him. ICE's initial account described a second man, Salvadoran national Salomon Antonio Serrano-Esquivel, as a passenger in the same van who suffered whiplash when it crashed into a tree moments later.

Anne Arundel County Police, which responded to and investigated the shooting though it does not enforce immigration law, disputed that detail. In a January 8, 2026 statement, the department said Serrano-Esquivel had not been riding in the van at all: he was already in ICE custody, in a separate ICE vehicle, when he was injured -- consistent with an attorney's account and a bystander's video, reviewed by The Baltimore Banner, showing agents pulling only one man from the van. Confronted with the county's on-the-record correction, DHS revised its account to CNN, saying Serrano-Esquivel had been a passenger in an ICE vehicle that the fleeing van rammed -- retaining ICE's description of the van ramming vehicles while abandoning its original claim about which vehicle he was in.

The correction came amid broader scrutiny of ICE's public accounts of its own use of force: Anne Arundel County Executive Steuart Pittman said a video-contradicted ICE account of a separate, fatal shooting in Minneapolis days earlier made him question what happened in Glen Burnie, where there was no video. Both men were released from the hospital into ICE custody, and the county's investigation remains open.

Updates

2026-01-08 — County police said second man was in ICE custody, not the van [2, 3]

Anne Arundel County Police publicly stated that Serrano-Esquivel was already in ICE custody in a separate vehicle, not a passenger in the work van, when he was injured, contradicting ICE's original account of the shooting.

2026-01-13 — DHS revised account of where second injured man was located [4]

DHS told CNN that Serrano-Esquivel had been a passenger in an ICE vehicle that the fleeing van rammed, revising its original claim that he had been riding in the van itself.

2026-01-21 — Federal prosecutors charged Sousa-Martins with resisting arrest [5]

The U.S. Attorney's Office for Maryland charged Sousa-Martins with resisting, opposing, or impeding federal officers and damaging government property, based on an FBI agent's affidavit describing agents breaking his van's window before he attempted to flee and was shot.

Government use of force depends on the government's own account of what happened being accurate, especially absent independent video. ICE said a second man injured in this Glen Burnie shooting was riding in the van that drove at agents; Anne Arundel County Police's investigation found he was already in ICE custody in a separate vehicle when he was hurt, and DHS revised its account only after the county's on-the-record correction became public. This archive records the shooting and the correction together because an agency's own account of a shooting it conducted is not the independent record accountability requires.
