Former Kechi, Kan. police Lt. Victor Heiar arrested for using Flock cameras to stalk estranged wife

On October 26, 2022, Wichita police arrested then-Kechi, Kansas Police Department Lieutenant Victor Heiar, 32, after discovering he had used his access to the Wichita Police Department's Flock license-plate reader system to track his estranged wife's location without any law-enforcement purpose. Heiar pleaded guilty to computer crime and stalking, both misdemeanors, and was sentenced in April 2023 to a 24-month term probated to 18 months.

On October 26, 2022, Wichita police arrested Kechi Police Department Lieutenant Victor Heiar after discovering he had used his position to unlawfully access the Wichita Police Department's Flock license-plate reader system to monitor his estranged wife's location, with no law-enforcement purpose. Heiar, 32, was booked into Sedgwick County Jail on one count of stalking and one count of unlawful acts concerning computers, and was removed from the Kechi Police Department.

Flock's automated license-plate-reader network links local agencies' cameras into a shared, searchable system that officers are authorized to query only for legitimate law-enforcement purposes. According to police, Heiar's estranged wife told a friend she believed she was being tracked and asked how to obtain a protection-from-stalking order; the friend's report to Wichita police led to the investigation that uncovered Heiar's searches.

Heiar pleaded guilty to computer crime and stalking, both misdemeanors. In April 2023, a Sedgwick County District Court judge sentenced him to a controlling term of 24 months, probated to 18 months.
